Yokosuka, located just south of Tokyo, is known as a city that is losing population at an alarming pace. It may look attractive to outsiders, but the reality is not that sweet. Local people put their heads together to solve the problem, but no revolutionary ideas came out. It was an idea presented by a group of high-school girls that helped to find a way out of the cul-de-sac. One of the girls was Miri Hachimura, now a second grader of Chuo’s Faculty of Law’s Law Department. She invented “YOKOSUKA NAVY PARKA (hoodie)” by capitalizing on the city’s famed food “Yokosuka navy burger”. She joined her six friends to enter it into a student policy competition sponsored by the municipal government. Her group won the top prize in the contest for appealing the city’s charms to the rest of Japan as well as local citizens. Hakumon Herald invited Hachimura to talk about her deep affection for her town.

人口流出が最も激しい町、横須賀。はたから見れば魅力的な横須賀だが現実は甘くない。人々はそれを解決するために知恵を出し合うが画期的なアイデアは中々生まれなかった。停滞した現状がついに打開されたのはなんと現役女子高生のアイデアだった。立役者の一人となったのが法学部法律学科２年生の八村美璃さんである。彼女は横須賀学生政策コンペに観光名物であるヨコスカネイビーバーガーをもじった「ヨコスカネイビーパーカー」を提案、友人６人と出場し優勝を果たし、日本、そして地元民に横須賀の素晴らしさを再認識させた。今回、白門ヘラルドは八村さんに彼女の地元への思いについて語ってもらった。

  -Why did you take part in the competition?

  ―なぜコンペに参加をしたのでしょうか。

Hachimura: When I was a senior high-school student, I could find three months of free time because I had done with my university entrance exam earlier than other test-takers. I decided to take part in the competition to spend fulfilling days.

八村：一般の受験生より早く受験を終えたことで私には３か月間の自由時間がありました。充実した日々を送るためにこのイベントに参加を決意しました。

  -What has led you to the idea of “Yokosuka Navy Parka”?

  ―ヨコスカネイビーパーカーの発案に至ったきっかけは何ですか。

Hachimura: I felt so lonely to see people leaving Yokosuka, my beloved town where I was born and grew up. Yokosuka citizens do love their town but many of them seem to have some inferiority complex perhaps because it is overshadowed by the adjoining Kamakura, Shonan and Yokohama which are better known. Presumably because of that, Yokosuka has become a municipality where a population outflow is continuing at one of the fastest paces in Japan. I was thinking that any tools of tourist attraction wouldn’t bring a fundamental solution to the population drain unless they make people feel proud to be a Yokosuka citizen. Then I hit on the idea of “Yokosuka Navy Parka” spoofed from our popular food Yokosuka navy burger.

八村：私の生まれ育ってきた大好きな横須賀から人が少なくなってしまうことが寂しかったからです。住民は地元が好きではあるものの鎌倉、湘南、横浜に板挟みされているせいか劣等感を感じていることが多いです。そのためか日本でも有数の人口流出が多い地域となってしまっています。観光客誘致のツールをいくら企画しても、地元の人々が横須賀人としての誇りを持つようにならなければ人口流出の本質的な問題の解決にはならないと考えていました。そこで思いついたのがヨコスカネイビーバーガーをもじった「ヨコスカネイビーパーカー」でした。

  -How did you devise it?
―どのような工夫があったのでしょうか。

Hachimura: I thought if Yokosuka citizens could find their town’s new charm, they wouldn’t easily make up their mind to leave. So, we organized an event in which anyone wearing our parka can get preferences from various shops in the town. Our event gave citizens a chance to know more about their town. It helped them deepen their sense of affinity for their town.

八村：地元の魅力を発見することができたら地元を離れるという決断を安易にするはずはないと考え、誰でもこのパーカーを着用することで地元の商店街で優遇を受けられるイベントを実施しました。これは住民が自分たちの町について知るきっかけとなり、地元への親近感を促進させることにつながりました。

 -Do you feel that Yokosuka has begun to change?

―横須賀に変化は生まれてきていると感じますか。

Hachimura: Yes, I feel it is gradually changing. I see that particularly among younger citizens. They have begun to take the initiative in giving a boost to their town. For example, young members of Shiki Theatre Company hailing from Yokosuka and local high-school students performed a musical just recently in collaboration with the city government. Furthermore, a “Meeting of 100 Persons" to consider the future of Yokosuka was held on July 10. It drew many young citizens interested in the city’s reinvigoration.

八村：徐々にですが、確実に変化の芽が生まれているように感じます。特に若い人たちが率先して町を盛り上げようとする風潮が出てきました。例えば先日、市と横須賀市出身の劇団四季の団員、そして高校生が協力してミュージカルを実演しました。さらに7月10日には横須賀創生に興味を持つ若者が集まるヨコスカ未来１００人会議が開催されました。

  -How do you spend your life at Chuo University?

―中央大学での生活はどうですか。

 Hachimura: I study law with the aim of becoming a lawyer. When I feel I want to change something with my power of expression and sensitivity, I may not be able to do so unless I know what I should do now and actually do it. I realized that “now” is for me to study law. I study law at the moment believing it will become one of elements that form the basis of my future behavior rather than hoping to master it professionally. People often ask me, "What do you want to be? A public servant? A lawyer? Or do you want to start up a business?" I don’t want to apply myself to one of those options. I want to become a person who can go beyond the boundaries.

八村：弁護士を目指し勉強中です。自分の表現力や感性をもって何かを変えたいという気持ちが生じたとき、「今」を知らないと変えられない。その「今」が「法律」だと思いました。専門的に極めるよりも、自分の行動基盤をつくるものへ進むための1つの要素となるという意識で今は法律を勉強しています。「公務員になりたいの？法曹目指す？起業したいの？」などと聞かれることが多々ありますが、その選択肢に自分をどう当てはめるかではなく、垣根を越えられる人になりたいと思っています。
